A man and a woman have been arrested in Niigata City’s Higashi Ward on suspicion of violating the Law for Regulating Adult Entertainment Businesses by operating a storefront sex business in a prohibited area.

By April 4th, the Niigata Higashi Police Station and the Prefectural Police Headquarters Life Safety Division arrested a 48-year-old woman, who claims to run a men’s esthetic shop, and a 36-year-old man, who claims to be unemployed and of no fixed abode, on suspicion of violating the Law for Regulating Adult Entertainment Businesses (for operating in a prohibited area). The two, acting as co-owners, were operating the “24 Aroma SPA Niigata Konan Store” in Konan 1, Higashi Ward, Niigata City.
In mid-February, at their establishment, female employees were found providing sexual services to male clients, conducting a type of sex-related special business operation that is prohibited in that area under the Law for the Proper Operation of Adult Entertainment Businesses.
The woman, self-described as a men’s esthetic shop operator, was arrested on February 20 and March 11, while the self-described unemployed man was arrested on March 14 for violating the same law. These arrests led to the discovery of the current charges during the investigation.
According to the Niigata Higashi Station, the arrested woman is remaining silent on the charges, while the man has confessed, admitting, “It’s true.” Further details are currently under investigation.
