The Security Division of the Tokyo Metropolitan Police Department has arrested four men, including Ryosuke Imamura (37) of Hirakata City, Osaka Prefecture, and Ryoo Usui (53), a corporate executive from Higashi-Shinagawa, Shinagawa Ward, Tokyo, on suspicion of violating the Employment Security Act by facilitating prostitution abroad. The arrests, targeting the administrators of the “Overseas Earnings Charm” escort recruitment website, mark the first nationwide crackdown on the provision of harmful employment information.

According to the division, the website was launched around June 2021, advertising opportunities to earn “over 5 million yen per month” and “work abroad.” Over three years, it is alleged that between 200 to 300 Japanese women were dispatched to work in sex establishments in the United States, Canada, and Australia, generating sales of approximately 200 million yen.

The suspects were arrested under suspicion of posting job advertisements for prostitution on their site around February of last year and introducing two Japanese women in their twenties and thirties to sex establishments in New York and Washington, respectively.

Imamura has partially denied the allegations, claiming he did not believe the advertisements were soliciting prostitution, while Usui and the other two suspects have admitted to the charges.
