What is Japan’s Prostitution Prevention Law (Baishun Bōshi Hō)?

Is escort illegal in Japan?
In Japan, prostitution is technically illegal under the Prostitution Prevention Law (Baishun Bōshi Hō), which was enacted in 1956. However, the law does not specifically mention escort services, and the interpretation of the law varies.
There are many businesses in Japan that offer prostitution services that can be considered similar to escort services, such as “Outcall Escort (deliheru in Japanese)” services, which provide sexual services to customers at their homes or hotels and “Incall Escort (hakoheru in Japanese)” services, which provide services to customers at escort agncy’s shop.
These services can only be operated legally if the owner applies for a permit from the Public Safety Commission of Japan. (However, it is still illegal to insert the penis into the vagina, even with this procedure.) Because of the complexity of this procedure, almost all of the Indepenedent Escort Girls in Japan do not apply for a permit and are Illegally operating a prostitution service. Almost all Independent Escort Girls listed on non-Japanese websites such as Cityoflove.com, Massage Republic, Euro Girls Escort, Ladys.One, TopEscortBabes, and Escortnews.e are ILLEGAL. (These sites do not verify escort girl’s legality. Incidentally, it is also against Japanese law to advertise illegal callgirls.)
