The Tokyo Metropolitan Police Department announced on April 26 the arrest of five persons, including Satoshi Sakaguchi, 48, the manager of a long-established soapland establishment, Kadoebi Group, in Takegahara, Matsudo City, Chiba Prefecture, Daisuke Sakamoto, 39, the manager, in Aoto 4-chome, Katsushika-ku, Tokyo, and three male employees, for providing places for prostitution, in violation of the Anti-Prostitution Law (business providing places). The arrests were announced on March 26.
Upon investigation, Sakaguchi stated that he was doing it as part of the store’s business policy. The Metropolitan Police Department will investigate the actual management of the store.
According to the Security Division, on June 20, Sakaguchi and others were suspected of providing a place for female employees to engage in prostitution with unspecified customers at “Kameari Kadoebi” in Kameari 5-chome, Katsushika-ku, Tokyo, knowing that they would do so as part of their business. A customer who had a problem with the restaurant consulted the Metropolitan Police Department.
The Kadoebi Group operates 31 stores in the Kanto region. Prostitution is prohibited under the Anti-Prostitution Law, and offering a place for prostitution is punishable by imprisonment.
